There is no application fee for research programmes.
However, there are two types of fees that you should know about:
Eligibility Guidelines for Ministry of Education (MOE) Subsidy
The substantial tuition subsidy from the Government of Singapore comes in the form of a MOE Subsidy which is administered by the Ministry of Education (MOE) and is offered to all admitted students up to the maximum programme duration. Students need not apply for the MOE Subsidy if they are eligible.
(1) Students with a Higher Degree Qualification
Students who have previously enjoyed MOE subsidy in a graduate programme will not be eligible for MOE subsidy in another graduate programme at the same or lower level. Instead, such students will be liable to pay “Full Fees” for the graduate programme that they now wish to undertake. For example, students who had previously enjoyed MOE subsidy in a Masters programme and had attained the Masters degree will not be eligible for subsidy in another programme at Masters degree or lower level. In addition, if they wish to upgrade in another discipline area where the programme has a combination of Masters and PhD candidature, they will not be eligible to enjoy MOE subsidy during the Masters candidature.
(2) Transferred or Re-admitted
Students who are transferred or re-admitted within NTU or across Autonomous Universities* will be eligible to receive MOE subsidy up to the maximum programme duration for the new programme less number of semesters of MOE subsidy received for the previous programme.
* Autonomous Universities refer to NTU, National University of Singapore (NUS) and Singapore Management University (SMU)
Tuition Fees (Research)
For new students enrolling in and after AY 2008-2009, the new fee structure is as follows:
Singapore Permanent Residents will pay 1.1 times the fee payable by Singapore Citizens. Foreign students will pay 2.5 times those of Singapore Citizens if they do not take up the 3 years service obligation, while Foreign Students will pay 1.5 times that of Singapore Citizens if they take up the 3 years service obligation.
Service Obligation
From AY 2008-2009 onward, individual foreign student who chooses to pay at a lesser subsidized fees will need to take up a 3-year service obligation. As part of the service obligation, the foreign student is required to work in Singapore-based companies upon graduation. Singapore-based companies refer to local companies and international companies that have a base in Singapore which is registered with the Accounting & Corporate Regulatory Authority (ACRA).

Tuition Fees (Research) (Full-Time and Part-Time) for Academic Year 2009-2010
For current students admitted to NTU in academic year (AY) 2008-2009 and before, the annual increase of 3% will be deferred for one academic year in AY2009-2010. Please refer to Tuition and Other Fees AY2008-2009 for the fees payable.
For new students admitted to NTU in AY2009-2010, tuition fees (research) will be increased by 8% with the deferment of the increase for one (1) academic year i.e. AY2009-2010. Thereafter, a yearly increase of 3% will apply to the students for the duration of their programme.

All fees listed above are in Singapore dollars (S$). Every year, fees are reviewed and subject to revision. For MOE-subsidised programmes (all of the above), the tuition fees are exclusive of Goods and Services Tax (GST). The GST for these programmes are borne by MOE.
* For the Ph.D programme in S. Rajaratnam School of International Studies (RSIS), tuition fees payable by Singapore Permanent Residents and international students (who are admitted in AY2009-AY2010) will be S$4,480 and S$4,930 respectively. Service obligation will not be applicable for students under this programme. Tuition fees (research) for students admitted in AY2009-2010 will be increased by 8% with the deferment of the increase for one (1) academic year i.e. AY2009-2010. Thereafter, a yearly increase of 3% will apply to the students for the duration of their programme. Notes on payment of fees
- Every year, fees are reviewed and subject to revision. As and when fees are revised, the new fees will be applicable to all existing and new students.
- GIRO is the preferred mode of payment. Students can opt for GIRO payment after they have a Singapore a/c. GIRO form is downloadable from the following website: http://www3.ntu.edu.sg/Finance/Student+Financial+Services/Student+Billings/. Please hand in the completed form to Office of Finance and Finance will obtain bank’s endorsement on student’s behalf. Upon approval from the bank, GIRO can be activated. If payment is deducted via GIRO, this information will be reflected in the student bill. Besides GIRO, we accept cash/Nets/cheque.
- Fees can be paid via S$ Demand Draft with a clearing bank in Singapore. If demand draft is drawn on a bank located outside Singapore, clearing may take up to 6 weeks and there are bank charges thus we do not encourage receiving such foreign bank’s demand draft . This demand draft should be made payable to Nanyang Technological University and the amount is meant for payment of NTU fees only.
- Billing takes place at the commencement of each semester, and payment due date is 2 weeks after billing date.
- Fees for each academic year must be paid in advance and within the stipulated periods.
- Tuition Fees are to be paid only upon receipt of the bill from the Office of Finance. The bill will be sent to successful candidates by the Office of Finance AFTER they have matriculated formally with the University. The fees must be settled within the deadline stated in the bill.
- Persons who fail to pay fees within the stipulated periods will have their names removed from the register of higher degree students. A person whose name has been thus removed but who is otherwise eligible to continue his candidature will be reinstated only after he has settled all outstanding fees and paid a re-registration fee of S$53.50.
- A student who withdraws or leaves the University two or more weeks after the commencement of his candidature or the commencement of the semester is liable to pay the fees due for the semester.
- The University's Board of Trustees reserves the right to alter fees at any time without notice.
